Are EUR payments to EU countries always made as SEPA payments?

No, the payment recipient country is not a universal guarantee of the payment being made as a SEPA payment. SEPA payments have the following conditions: the payment currency must be EUR, the recipient bank must be part of the SEPA scheme, the recipient account must have an IBAN, the payment must be standard priority and shared (SHA) commission fee.
